Introducing Scotland’s Childcare Guarantee
We’ve partnered with the New Economics Foundation, with support from Oxfam Scotland and the Joseph Rowntree Foundation, to propose a childcare system that works for families, not against them. Our plan has two bold elements:
- Expand funded hours – from 9 months old, so more parents can get back to work sooner without paying through the nose.
- A revolutionary 5% childcare cost cap – no family pays more than 5% of their income on childcare. It’s fair, it’s simple, it’s on a sliding scale: the more you earn, the more you pay.
This is Scotland’s Childcare Guarantee: A system that’s affordable, accessible, and equal.
Why it matters
This proposed Childcare Guarantee has the power to transform families’ lives, especially those already facing extra hurdles. From our modelling, we know it would make the biggest difference for:
- Single parent families
- Young mums
- Families with a disabled child
- Families on the lowest incomes
